2A rate that belongs to a plan, not to the product
Most figures in this ledger hold for anyone who calls the service. This one holds for a buyer on a particular plan on a particular billing cycle, which is a narrower claim and is recorded as such in the tier column rather than shortened to a headline.
Shortening it would be the error. A plan-conditional figure compared against an unconditional one flatters the conditional side, and this site would rather carry a long row than a clean comparison that is not true.
3What sits underneath, and why the row is still the vendor's
